SEC Chairman Paul Atkins Signals Cryptocurrency Innovation Regulatory Shift

Washington, DC, April 25, 2025— Newly appointed SEC Chairman Paul S. Atkins has committed to create a transparent and innovation-friendly digital asset regulation environment. Atkins spoke at the SEC’s Crypto Task Force roundtable on the need for clear standards to help the growing cryptocurrency industry, blasting regulatory uncertainty for inhibiting innovation.

“The SEC has unfortunately cultivated market and regulatory uncertainty, which has stifled innovation for the past several years,” Atkins stated. He stressed the need for “clear legal rules of the road” for digital asset market players.​

Atkins, who is recognized for his pro-business position, is anticipated to adopt a more industry-friendly approach in contrast to his predecessor, Gary Gensler, who prioritized the enforcement of established securities laws. Under Gensler, the SEC took over 100 crypto-related proceedings, arguing that most digital tokens are securities and their systems should be registered. ​

A New Crypto Regulation Path

Atkins’ appointment might change U.S. crypto policy. He wants a “rational, coherent, and principled approach” to digital asset regulation. This involves working with other SEC commissioners and Congress to ensure the SEC develops sensible policies that foster innovation and protect consumers. ​

A strong digital asset regulatory framework is Atkins’ main priority. He stressed that digital asset markets need a strong basis to stimulate innovation and investor trust. ​

Industry Response and Expectations

Atkins’ comments were well received by the crypto sector. For years, stakeholders have demanded clearer legislation for digital assets and blockchain technology. Companies typically struggle to comply due to a lack of comprehensive laws, which has slowed industry expansion.​
